深化臺加教育合作 國立屏東大學拓展國際師培新據點
為引領臺灣師資培育接軌國際,國立屏東大學展現強大的行動力。校長陳永森與國際事務長陳皇州於115年 4 月 18 日至 5 月 1 日率團遠赴加拿大,執行教育部「國外教育見實習及國際史懷哲計畫」,此行橫跨渥太華與溫哥華兩大核心城市,成功與多所中小學及頂尖大學建立合作意向,為臺灣師資生開闢了更具廣度與深度的海外實習據點。
官方與學術雙軌並進:深耕渥太華教育網絡
代表團首站抵達加拿大首都渥太華,拜會駐加拿大台北經濟文化代表處(TECO)曾厚仁大使(Ambassador Tseng)。雙方就臺加教育合作模式進行深度意見交換,並由駐外教育及外交人員提供在地政策分析。隨後,代表團出席由TECO補助當地學術機構舉辦的專題發表會,了解加拿大學生對臺灣議題的研究成果,並與渥太華大學(University of Ottawa)教育學院院長 Dean Bangou 進行對話,厚植高等教育與師資訓練的學術基礎。
在基礎教育交流方面,代表團實地走訪 Glen Cairn Public School(中學)。該校以 STEAM 課程及自然語言學習場域見長,融入應用科技與實作導向課程,交流過程中,雙方達成高度共識,未來將聚焦於中學階段的教學實務觀察。該校副校長 John Saschenrecker 亦正式允諾與教育部「國外教育見實習計畫」建立合作關係。計畫將以「觀察、參與、反思、轉化」為核心歷程,發展具比較性且實務導向的國際師培模式,藉此強化師資生的專業省思能力與跨文化教學知能。
溫哥華實作與多元文化:技職與環境教育的跨國碰撞
隨後代表團轉往西岸溫哥華與維多利亞地區,訪問維多利亞大學並成功引薦兩所極具特色的學校:
- Hillcrest Elementary School(小學): 該校則展現了環境永續與文化傳承的深度連結。校方將「食農教育」融入課程,透過校園種植引導學生認識食物來源與尊重自然,並巧妙結合在地原住民族文化元素,展現出高度的生活實踐價值。
- Riverside Secondary School(中學): 該校校長強調雙語環境與多元文化融合,其學校教育模式強調跨域選修、數位學習整合與學生領導力培育,與臺灣師資培育改革方向具高度對接潛力;同時透過多元文化與國際學生支持機制,強化跨文化教學能力,同時重視應用科技與實作導向的課程,為臺灣教育提供了多元發展的參考指標。
洞察加拿大「學區治理」:建立制度化合作機制
陳永森校長指出,本次出訪的重要收穫之一,在於深入理解加拿大教育體系中「學區」(School District)的關鍵角色。在加拿大,任何國際合作計畫皆須取得學區層級的制度化支持。代表團觀察到學區行政人員會直接參與合作討論,顯示其地方教育行政對國際化的高度重視。
「這對臺灣推動國際教育合作具有重要參考價值。」陳永森校長強調,未來相關計畫執行時,必須強化對當地治理制度的理解與因應,方能建立穩定且長久的夥伴關係。
建立人際與機構網絡:預見未來合作效益
此次教育部委辦之拓點任務的圓滿達成,亦展現了駐外單位與在地人際網絡的關鍵推力。陳皇州國際事務長長表示,將持續協助拓展計畫合作機構,本次拓點成果也將整合公開於有教無界官網「海外學校合作媒合專區」供全臺師培大學作為海外見實習計畫媒合的參考資源,擴大國家級計畫的整體效益。
在全球教育環境快速變動的趨勢下,國立屏東大學透過實地走訪,在制度限制與教育安全中尋求平衡,成功在北美地區埋下師培合作的種子。這不僅是一次成功的學術訪問,更是臺灣師資培育邁向全球接軌的重要里程碑。
Deepening Taiwan–Canada Educational Collaboration: National Pingtung University Expands International Teacher Education Partnerships
To align Taiwan’s teacher education with global standards, National Pingtung University (NPTU) has demonstrated exceptional leadership and proactive engagement. From April 18 to May 1, 2026, President Yung-Sen Chen and Dean of International Affairs Huang-Chou Chen led a delegation to Canada to implement the Ministry of Education’s (MOE) "Overseas Educational Practicum and International Schweitzer Program." Spanning the key hubs of Ottawa and Vancouver, the mission successfully established partnerships with multiple K–12 schools and prestigious universities, creating broader and more profound overseas training opportunities for Taiwanese pre-service teachers.
Dual-Track Engagement in Ottawa: Strengthening Academic and Diplomatic Ties
The delegation’s first stop was Canada’s capital, Ottawa, where they met with Ambassador Tseng Hou-jen at the Taipei Economic and Cultural Office (TECO) in Canada. Both parties engaged in in-depth discussions regarding Taiwan–Canada educational collaboration models, supported by insights into local policy provided by diplomatic and education personnel.
The delegation also attended a symposium funded by TECO and hosted by a local academic institution to observe Canadian students' research on Taiwanese issues. Furthermore, they held high-level talks with Dean Joel Bangou of the Faculty of Education at the University of Ottawa, solidifying the academic foundation for future higher education collaboration and teacher training exchanges.
Regarding K–12 education, the delegation visited Glen Cairn Public School, a middle school renowned for its STEAM curriculum and natural language learning environments. The school emphasizes applied technology and hands-on learning. During the visit, a consensus was reached to focus future collaboration on secondary school classroom observations. Vice Principal John Saschenrecker formally pledged to partner with the MOE’s Overseas Educational Practicum Program. This collaboration will be guided by the core framework of "Observation, Participation, Reflection, and Transformation," aiming to develop a comparative, practice-oriented international teacher training model that enhances the professional reflection and cross-cultural teaching competencies of student teachers.
Vancouver and Victoria: Innovations in Technical, Environmental, and Multicultural Education
The delegation then traveled to the West Coast, visiting the University of Victoria and successfully securing partnership intentions from two distinctive schools for the MOE's practicum program:
*Hillcrest Elementary School: This school exemplifies the integration of environmental sustainability and cultural heritage. Its "Farm-to-School" initiative teaches students about food sources and environmental respect through campus gardening, while seamlessly incorporating local Indigenous cultural elements.
*Riverside Secondary School: The leadership here emphasizes bilingual environments and multicultural integration. Its educational model—focusing on interdisciplinary electives, digital integration, and student leadership—aligns perfectly with Taiwan’s current teacher education reforms. The school’s robust support system for international students also provides a benchmark for developing intercultural teaching skills and hands-on, technology-driven curricula.
Insights into "School District Governance": Establishing Institutional Mechanisms
President Yung-Sen Chen highlighted that a primary takeaway was the pivotal role of "School Districts" in the Canadian system. In Canada, any international partnership must secure institutional support at the district level. The delegation observed that district administrators are directly involved in partnership discussions, reflecting a high level of local administrative commitment to internationalization.
"This provides a crucial reference for Taiwan’s international education efforts," President Chen emphasized. He noted that future programs must prioritize understanding local governance and ensure that schools obtain district-level approval before implementation, thereby fostering stable, long-term partnerships.
Building Networks for Future Impact
The successful completion of this MOE-commissioned mission was bolstered by the support of overseas diplomatic offices and local interpersonal networks. Dean Huang-Chou Chen stated that NPTU will continue to assist in expanding the network of partner institutions. The results of this mission will be integrated into the "Overseas School Partnership Matching Platform" on the "Bordeless Education" (有教無界) official website, serving as a national resource for all teacher training universities in Taiwan to enhance the overall impact of the program and cultivate future teachers with a global perspective.
In a rapidly evolving global education landscape, National Pingtung University has successfully planted the seeds for teacher education collaboration in North America. By balancing institutional compliance with educational safety, this mission marks a significant milestone in Taiwan’s journey toward globally-integrated teacher training.

加拿大教育治理體系中,學區(School District)於國際教育合作事務具有高度制度性與決策權限。任何國際合作計畫推動前,均須取得學區層級之正式支持與同意。合作學校須先向所屬教育局(School Board/District Office)提出函文申請,經審核同意並完成備查程序後,相關教育見習、教育實習或交流計畫始得正式執行。此一制度顯示加拿大教育行政體系具高度規範性與程序治理特性,亦反映其對學生安全、教學品質及國際合作責任之重視。
